HX Bargaining Report #1
UC San Diego (October 5-7, 2011)

Your UPTE HX Bargaining team just returned from three days of bargaining for our new contract between UPTE and UC. We met at UC San Diego for our first round of discussions. UPTE proposed improved language to correct some issues with the current HX contract. We also submitted our market equity and wage proposals.

UC seemed interested in correcting many of the problems we have with some of the articles in our contract. And, we sincerely hope they continue to work with us to resolve these issues. Many of the issues we discussed revolve around the increased workloads and stress that our members are facing and getting UC to recognize years of experience.

During bargaining, many UCSD HX’ers gave compelling presentations about working at UCSD and the challenges they face everyday. We had presentations from several Clinical Social Workers, Physician Assistants, Case Managers and wage comparison documents submitted by Nuclear Medical Techs and Clinicial Laboratory Scientists. These presentations will help UPTE in negotiating for changes in our new contract to include better working conditions, experience based steps, market equity, and more.

UPTE and UC would like to finish negotiations before our contract expires on December 31, 2011. UPTE has submitted all of its proposals and now awaits UC’s responses.

Our next round of talks will be at UC San Francisco October 19, 20 and 21. If you would like more information or would like to make a presentation, submit market equity data, etc. –

2012 UC Benefit Choices

This year, the university was even less transparent with UC unions regarding the upcoming year’s benefits changes, just sending us a link after they had posted the details on At Your Service.

Please take a look at this summary of the monthly premiums and the change ($ and %) are on the UPTE-CWA website. In the past, most UPTE-CWA members have opted for Health Net or Kaiser. Blue Cross PPO tends to be chosen by those who feel the higher co-pays are worth the benefit of additional choice of providers.

For TX/RX employees, UPTE is still negotiating with UC regarding the increased costs for Health Net and the pension plan. Unfortunately, we do not know when this bargaining will conclude. Until an agreement is finalized by a member vote, all TX/RX employees will continue to pay the 2010 rates. UPTE-CWA made a comprehensive proposal to settle these issues in mid-September, but UC has yet to respond.

Local 7 Executive Board Meeting – September 27

The September meeting of the Local 7 Executive Board will be held next Tuesday, September 27th, from 5:30pm to 7:30pm at the UPTE office located at 1498 Ninth Avenue (at Kirkham St).

At the Local 7 Executive Board meetings decisions are made regarding the direction and emphasis of our Local. It’s a great opportunity to see democracy in action and to witness first hand our lively and dynamic organization. UPTE members are invited and encouraged to attend.
